Team Introduction PIPO Luxembourg is a forward-thinking Payment Institution operating in the rapidly evolving payments industry. We are seeking a highly experienced and hands-on Chief Risk Officer with a proven track record of successfully designing, implementing, and embedding Enterprise Risk Management Frameworks (ERMF). This critical role requires someone who thrives in a fast-paced, high-pressure environment and is passionate about driving risk management excellence. As an Chief Risk Officer, you will work closely with the Chief Compliance Officer (CCO) and the wider leadership team to build a robust, adaptable, and business-aligned ERMF, ensuring compliance with regulatory requirements while enabling business growth. Responsibilities - Design, implement, and maintain a best-in-class Enterprise Risk Management Framework (ERMF) tailored to a Payment Institution (PI) business model. - Collaborate with the CCO to operationalise risk management policies, procedures, and controls, ensuring compliance with Luxembourg and EU regulatory requirements. - Conduct comprehensive risk assessments, identifying and addressing gaps in existing risk processes, and providing clear, actionable recommendations for remediation. - Monitor, assess, and report on emerging risks, including regulatory, operational, and business risks, to ensure the entity's preparedness in a dynamic environment. - Develop and deliver fraud risk management solutions that align with the PI’s business needs and regulatory expectations. - Act as the primary point of contact for enterprise risk matters, fostering a culture of proactive risk awareness and ownership across all levels of the organisation. - Lead the production and delivery of periodic risk reports, including Key Risk Indicators (KRIs), risk heatmaps, and dashboards for senior management and board reporting. - Escalate risks that exceed the entity’s risk appetite, proposing mitigating actions and driving their implementation. - Maintain and update risk-related policies, ensuring alignment with evolving regulatory and business requirements. - Partner with internal teams to embed risk management processes into day-to-day operations, ensuring seamless integration with the business's strategic objectives. - Stay ahead of industry trends, regulatory developments, and best practices to enhance the entity’s risk management capabilities and competitive positioning.


Qualifications

Minimum Qualifications - Experience in enterprise risk management, with at least 5 years in a senior role within the payments, fintech, or financial services sector. - Demonstrable experience in setting up and operationalising ERMFs from the ground up in regulated environments. - Strong understanding of regulatory requirements for Payment Institutions, including PSD2 and other relevant EU directives. - Proven expertise in fraud risk management, operational risk, and business continuity planning. - Familiarity with international payments, e-commerce, and related regulatory landscapes. - Exceptional project management skills, with a track record of delivering results in fast-paced, dynamic environments. - Proficiency in developing and implementing risk metrics, dashboards, and reporting mechanisms. Preferred Qualifications - Bachelor’s degree or higher in Risk Management, Business Administration, Finance, or a related field. - Exposure to privacy, data protection, and information security risks is a plus. - Proactive, solutions-oriented mindset with the ability to take ownership and drive initiatives to completion. - Hands-on approach, capable of balancing strategic oversight with operational execution. - Strong influencing and stakeholder management skills, with the ability to challenge and engage senior leaders constructively - Exceptional analytical and problem-solving skills, with the ability to synthesize complex information into actionable insights. - Agile and adaptable, thriving in a high-growth, ever-changing environment. - Excellent communication and interpersonal skills, with the ability to build trust and foster collaboration across functions.
