The Governance and Experience (GNE) team is a global organization dedicated to building a safe, compliant, and trustworthy ecosystem for all users and partners. We sit at the intersection of policy, product, and operations, ensuring that our platform remains high-quality as we scale. In Japan, we operate as an agile, startup-phase team where we balance rapid business growth with rigorous risk management and ecosystem integrity. We are seeking an analytical and adaptable Governance Strategy & Operations professional to join our team in Tokyo. In this role, you will develop and execute strategies to ensure ecosystem quality across various domains, which may include Content, Product Listings, Creator behavior, or Seller compliance depending on the evolving needs of the business. You will use data to identify risks, design policies from first principles, and collaborate with cross-functional partners to implement scalable solutions. You are a problem solver who can navigate ambiguity and shift focus effectively to support the team’s mission of protecting the platform. Responsibilities: 1. Policy & Strategy: Develop and iterate on data-driven policies that regulate partner behavior, product quality, and ecosystem integrity within the Japan market. 2. Risk Discovery & Mitigation: Proactively analyze trends and large datasets to identify emerging risks (e.g., fraud, quality issues, or policy gaps) and design frameworks to address them. 3. Operational Excellence: Build and optimize implementation processes and enforcement systems to ensure high accuracy and transparency in platform actions. 4. Market Insights: Maintain a deep understanding of the Northeast Asia market, regulatory environment, and industry trends to inform localized governance strategies. 5. Stakeholder Management: Act as a key point of contact for internal communications and escalations. Work closely with Legal, Product, Engineering, and Business teams to align governance goals with business growth. 6. Project Leadership: Manage the end-to-end lifecycle of governance programs, from initial risk assessment and data modeling to post-launch monitoring and optimization. 7. Escalation & Resolution: Investigate sensitive issues and high-level escalations, providing strategic recommendations that consider both policy compliance and business impact.
Qualifications
Minimum Qualifications: 1. Strong bachelor's or master's degree in fields such as Engineering, Analytics, Economics, Social Sciences, Law. 2. Experience: Professional experience in Strategy, Platform Governance, Trust & Safety, Data Analysis, Compliance, or Operations Management. 3. Analytical Skills: Demonstrated ability to analyze large datasets and use data to drive complex decision-making. 4. Communication: Strong English and Japanese communication skills (written and oral), with the ability to explain complex policy logic to diverse stakeholders. 5. Problem Solving: A "first principles" thinker who can navigate ambiguity and implement solutions swiftly in a fast-paced environment. Preferred Qualifications 1. Familiarity with the e-commerce landscape and platform ecosystems. 2. Proven track record of managing complex projects and influencing cross-functional teams. 3. Strategic business sensitivity—the ability to balance platform safety with commercial scalability.
