About the Team: The TikTok Research & Development (R&D) organization powers the innovation behind some of the company’s most critical products and technologies. Within R&D, our Security, Privacy, and Trust organizations are dedicated to safeguarding user data, ensuring regulatory compliance, and building robust, secure infrastructure globally. Our environment is highly collaborative, fast-paced, and innovation-driven, requiring leaders who can navigate ambiguity, scale high-performing organizations, and drive continuous transformation. We are seeking a strategic HR Business Partner based in San Jose to serve as a trusted advisor to senior engineering and operations leaders across these critical domains. In this role, you will own the end-to-end HR strategy for a dedicated global department, driving organizational effectiveness, leadership coaching, and change management across complex, geographically distributed teams. You will help shape an organization that balances rapid innovation with the rigorous operational excellence required to navigate a complex external regulatory landscape. Responsibilities: - Partner with leadership to develop and execute a comprehensive HR strategy that directly supports engineering, security, and privacy operations roadmaps. - Act as the primary HRBP for a dedicated global department, managing end-to-end generalist and business partner duties across multiple time zones and cross-functional teams. - Provide strategic coaching to leaders on organizational design, effectively structuring global teams to rapidly adapt to external regulatory pressures and internal security initiatives. - Act as a trusted advisor on talent assessment, career pathing, and succession planning for highly specialized roles within Engineering, Privacy, Security, and Trust & Safety functions. - Lead the proactive resolution of complex employee relations issues globally, mitigating risk while preserving a culture that champions innovation and psychological safety. - Oversee the full-cycle performance management process, tailoring goal-setting and calibration sessions to evaluate highly technical and operational outcomes. - Leverage people data and analytics to provide actionable insights on team health, retention bottlenecks, and organizational scale within a rapidly evolving environment. - Collaborate seamlessly with global HR peers and Centers of Excellence (CoEs) to design customized compensation, engagement, and talent acquisition solutions. - Collaborate seamlessly with HR peers and Centers of Excellence (CoEs) to design customized compensation, engagement, and talent acquisition solutions that attract top-tier product and design talent.
Qualifications
Minimum Qualifications: - 4+ years of experience in Human Resources, with 2+ years of experience as an HR Business Partner. - Bilingual proficiency in both English and Mandarin to effectively collaborate with stakeholders and cross-functional teams based in Mainland China and the broader APAC region. - Experience partnering directly with Engineering, Security, Privacy, or Trust & Safety organizations, with a strong understanding of the unique technical talent landscape. - Proven ability to lead and execute talent management, organizational design, and performance management strategies in complex, high-growth environments. - Expertise in leveraging data analysis tools (e.g., Tableau, Excel, Power BI) to extract insights, inform strategic decision-making, and measure the impact of HR programs. Preferred Qualifications: - Demonstrated capability to independently own and scale HR initiatives for a global, multi-layered department across various time zones. - Direct experience supporting organizations in a high-growth global tech environment facing external regulatory compliance and security demands. - Exceptional communication, influencing, and relationship-building skills, with the ability to partner effectively with senior technical leaders. - Experience working in a matrixed, multi-cultural organization, demonstrating the agility to pivot HR strategies as business models evolve. - Master's degree in Human Resources, MBA, or a related field.

【For Pay Transparency】Compensation Description (Annually)
The base salary range for this position in the selected city is $121600 - $220400 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
