The Global Public Policy team’s work spans a broad and diverse range of functions, including government affairs and relations, policy and product expertise, risk and crisis management, stakeholder engagement, coalition-building, and philanthropy. Our mission is to prevent, manage, and mitigate political, legislative, and regulatory threats—and to promote an external environment that enables growth and innovation for our business. About the Role: We are looking for a talented, driven, and experienced public policy professional to join TikTok's Brazil Public Policy team, bringing expertise in data center and digital infrastructure policy to support the team's work across one of the company's key strategic priorities. This role will be responsible for shaping and executing TikTok's public policy strategy to support the company's infrastructure investments in Brazil, working closely with government stakeholders and cross-functional partners across Infrastructure, Legal, Regulatory, Communications, and other business teams. The successful candidate will build and strengthen relationships with policymakers and key external stakeholders, identify and navigate emerging regulatory and political developments, and help advance policy outcomes that enable sustainable infrastructure growth while supporting TikTok's long-term business objectives in Brazil. What you will do: - Represent TikTok before elected officials, government agencies, ministries, civil society organizations, academic institutions, and other stakeholders on policy issues relevant to TikTok, its users, and its long-term business priorities in Brazil. - Bring significant subject matter expertise in the field of Tech Infrastructure to the team, with a particular focus on data centers, digital infrastructure, energy, taxation, environmental licensing, industrial policy, investment incentives, and related regulatory matters; - Help shape TikTok’s Brazil data center public policy strategy, translating global infrastructure priorities into a locally grounded engagement plan that reflects Brazil’s political, regulatory, and business environment; - Proactively identify emerging policy, political, and regulatory developments that may affect TikTok’s infrastructure and broader business priorities in Brazil, providing timely analysis, risk assessments, and recommended courses of action to internal stakeholders. - Work directly with external engagement on data center and infrastructure-related policy matters, including with government officials, regulators, industry associations, trade groups, public interest organizations, and academic experts; - Support the Brazil Public Policy team in developing broader business and engagement strategies, advising internal leadership on emerging policy matters and helping advance the team’s overall priorities in Brazil; - Work closely with Infrastructure, Legal, Regulatory, Communications, Corporate Social Responsibility, Product, and other cross-functional teams to develop and execute strategies that support TikTok’s Brazil infrastructure objectives; - Monitor political, legislative, regulatory, and social developments in Brazil, identifying opportunities to advance TikTok’s objectives and tackling risks that may require mitigation; - Build and maintain a strong network of external stakeholders, including government officials, industry partners, public policy experts, civil society organizations, and academics focused on technology, infrastructure, energy, and economic development; - Prepare policy analysis, briefing materials, advocacy strategies, and internal updates that clearly communicate complex regulatory developments and their implications for TikTok. - Escalate policy risks, stakeholder concerns, and strategic opportunities to internal teams as appropriate, helping drive coordinated and effective decision-making.
Qualifications
Minimum Qualification(s) - Extensive professional experience in government, politics, technology policy, or related civil society work, with cross-disciplinary knowledge across these areas. - Strong understanding of the Brazilian political system, legislative process, and regulatory issues affecting data centers, digital infrastructure, and digital platforms, including taxation, industrial policy, energy, environmental licensing, investment incentives, and the legal and regulatory environment affecting TikTok and its users in Brazil. - Experience monitoring legislative and regulatory developments, drafting policy recommendations, preparing executive briefing materials, and supporting government advocacy strategies, including direct engagement with key policy stakeholders. - Proven ability to manage complex projects and drive execution across multiple internal and external stakeholders in a dynamic, fast-paced, and often ambiguous environment. - Established network within Brazil’s technology policy, infrastructure, government, or regulatory ecosystem. - Strong research, analytical, written, and persuasive communication skills, with sound judgment and the ability to distill complex issues into clear implications, recommendations, and executive-ready materials. - Excellent teamwork and stakeholder management skills, including demonstrated experience working cross-functionally to influence and align teams across functions and geographies; full professional fluency in Portuguese and English, spoken and written. Preferred Qualification(s) - Experience supporting large-scale infrastructure, energy, technology, industrial, investment, or related infrastructure development projects in Brazil, including permitting or environmental licensing initiatives. - Knowledge of tax incentives, customs regimes, free trade zones, investment attraction, economic development policy, or industrial policy. - Familiarity with Brazil’s electricity sector, including renewable energy, transmission planning, grid access, electricity regulation, or energy procurement. - Past experience working in the technology sector, particularly with digital platforms or user-driven content services.
